The interviewees included 7 municipal staff members (5 from the metropolitan municipality and 2 from district municipalities), 4 experts and academics, and 4 NGO workers (3 from local organizations and 1 from an international organization). Interviews took place at the participants’ affiliated institutions, such as municipal offices located in various districts across Istanbul. When participants were unable to attend in person, interviews were conducted online. Each interview lasted between 1 and 2 hours and was either voice-recorded or documented through handwritten notes, depending on the participant’s consent. All interviews were conducted in Turkish, transcribed or documented through notes, and translated into English. The interview questions aimed to explore the perspectives of local actors, focusing on urban migration dynamics, migration governance, experiences with city diplomacy, and the challenges and opportunities they encounter in pursuing autonomy in migration governance. To ensure confidentiality, institutional affiliations and names are not disclosed in the project’s research outputs. The process followed to the ethical procedures of the BROAD-ER project and Koç University (Koç University Ethics Committee for Social Sciences, Protocol No. 2023.263.IRB3.117). Methods for processing the data: To protect participants' privacy, any identifying, personal, or sensitive information was removed during data processing.
